My assessment of the GAO report has changed markedly since I read the full report. To say that the Executive Summary does not do the report justice is a gross understatement. Most of my objections concerning the Executive Summary were answered in the full-length report. Therefore, I highly recommend that you read it. However, as to the recommendations: It took the GAO 19 months to conduct a study that recommended no more than the status quo. That's right, both of the GAO's major recommendations have been in place for several years.

I am sure that many of you remember Colonel Mark Crews when he served with distinction as the chief engineer for the GPS Wing at SMC. Mark made some legendary and landmark contributions to the future of the GPS constellation as we know it, nationally and internationally. His efforts will long be appreciated by those of us who know about them in some detail. Mark is always the gentleman and is reluctant to boast about his feats, so we may have to do that for him. After you read what Dr. Crews has to say about the L5 payload, I will launch into an issue concerning user equipment that has been on mind for sometime — with a trip to the shrink's couch.

The last few weeks have been a busy time in the space world, especially for GPS. Numerous space symposia were held around the globe, and the USAF finally launched the IIR(M)-20 GPS payload with the L5 signal transmitter onboard.

Hardly a day goes by without someone in theater being killed or injured by an IED, much less a suicide bomber. Bombs, while effective, are very much a cowardly way of taking a life and, while that is certainly a personal and subjective opinion, the fact remains that cowardly act or not our warfighters are being killed almost daily by IEDs and something must be done.
